The first part reviews previous analyses of this issue and presents selected positions of authors interested in the above-mentioned thread of research. The second part of the study is an attempt to identify and point out the reasons for a clear impasse in the creation of an optimal instrument for diagnosing the results of the work of probation officers, focusing, on the one hand, on system limitations and deficiencies in collaboration between theoreticians and practitioners and, on the other hand, on objective difficulties in controlling and assessing many variables, especially environmental factors. The content of this article is a voice in a discussion that has been going on for several decades about improving the rehabilitation practice in the area of operation of court probation service.
