| Summary: | This study examines the impact of the pan-European legal environment of the European Union on the concept of administrative sanctions and their legal nature. To this end, it outlines the main national starting points and takes stock of the impact of EU jurisprudence on some of them, as well as mapping the main framework of EU legislative activity on administrative sanctions, recent trends in judicial practice in relation to administrative sanctions, and theoretical and doctrinal studies at EU level. On this basis, it summarizes the pan-European influences on administrative sanctions and their theoretical and historical developments with regard to the conceptual elements of administrative sanctions, and formulates a critique of these elements, with particular reference to the repressive function of administrative sanctions.
