Such methods as normative interpretation, historical and textual, comparative and the method of ascent from the particular to the general analysis are widely used too.</p><p><strong>Results</strong></p><p>The study leads to the realization that the system can be called stable only if under the influence of various external and internal factors, it remains functionally active and functionally capable.</p><p><strong>Practical implications</strong></p>This study allows the making of several steps in the sphere of action of political ideas and organizations.
