Summary:The article describes some aspects of the activities of the political police in the Russian Empire with secret agents in the twentieth century: ways of recruitment and rules for managing secret agents, composition and maintenance of secret agents. The article discusses the requirements for the heads of political police regarding the organization of work with secret agents, the amount of financing of regional political investigation agencies. The causes of inefficient investigative work of political police agencies in the early XX century and activities of the Police department to enhance the work with secret agents are analyzed.
