The predecessor of civil service employees and teachers insurance system was civil service employees insurance system. The system that took effect in July 1958 provides free medical care service and various cash subsidiary benefits to civil service employees and teachers and their dependents, thereby offering protection for a healthy and steady living of the insured.
Since March 1, 1995 when National Health Insurance Program took effect, items of medical care service heretofore provided under the civil service employees and teachers insurance system were transferred to the National Health Insurance Program, forging a major revolution in the content of the civil service employees and teachers insurance system. The system further acquired and merged teachers and school staff of private schools on May 31, 1999 to become the current civil service employees and teachers insurance system.
In recent years, thought of fairness and trend of social security system and social policy at home has gradually prompted planning of overall domestic social security system to move from occupational insurance toward national insurance. In future, will the implementation of national annuity system produce once again any impact upon the content and system of the current civil service employees and teachers insurance system? Since development of the civil service employees and teachers insurance system affects the interest of the entire insured civil service employees and teachers, it has given the author the motive to engage in the study of this subject.
Thus this thesis is intended to explore the evolution process and its future development direction and principle of the civil service employees and teachers insurance system on the basis of fairness and social security theory. Through spot sampling approach and interview with decision makers and people experienced in planning and implementation of the system, the study has been conducted from the viewpoint of policy making and administrative planning. The author hopes publication of this thesis would achieve the following goals:
A.To understand the development background, evolution and importance of the civil service employees and teachers insurance system in the Republic of China.
B.To review the current civil service employees and teachers insurance system and see if it fits into the picture of the management concept and development trend of social security after revolution and adjustment.
C.To evaluate from the viewpoint of fairness and social security the fairness and justification of government subsidy for the civil service employees and teachers insurance system in the distribution of social welfare resources.
D.To recommend, for reference of policy makers, reform plans for future development direction of the civil service employees and teachers insurance system once the national annuity system comes into force.
The following suggestions are therefore made after consultation with bibliographies related to this thesis, purpose of study and in-depth interviews.
A.On social policy:
1.For consideration of integration of fairness and future social security, content of the civil service employees and teachers insurance system should, in conjunction of the newly planned national annuity system, be consistent with that of the labor insurance and military insurance programs.
2.To alleviate waste of fiscal resources, when the civil service employees and teachers insurance system is planned with added occupational annuity, similar benefits provided under the civil service employees and teachers insurance system should be integrated into national annuity system.
3.Various social security systems should set up self-supplying and self-contained mechanism to stress for individual responsibility while the government should reduce the difference of subsidy on the basis of status so as to meet the principles of fairness and righteousness.
4.Welfare provided to civil service employees and teachers by the government in the name of service relations as specified under the public law should be in the direction of systemization or adjustment of reasonable treatment.
B.Suggestion for improvement of current civil service employees and teachers insurance system:
1.The wording “be held accountable for profit and loss of the approved insurance policy” specified under Article 5 of the Insurance Act for Civil Service Employees and Teachers should be deleted for the sake of making both the name and reality in uniformity.
2.The 18% preferential interest rate provided under the civil service employees insurance program should be gradually adjusted.
3.An individual rate table should be respectively set for various benefits available under the civil service employees and teachers insurance program so as to define the fiscal responsibility of various insurance items.
4.A professional medical care service arbitration organization in charge of handling dispute arising out of disability benefit should be set up.
5.Financial overseeing and auditing function of the overseeing committee for civil service employees and teachers insurance should be strengthened.
C.Suggestion for the adjustment principle and direction of the civil service employees and teachers insurance system in conjunction with the implementation of national annuity system:
1.Planning and development of the civil service employees and teachers insurance system should, in conjunction with the retirement system and integration of related welfare measures for civil service employees, be toward the direction of multi-layer protection.
2.Whether the retirement benefit for civil service employees and teachers should be made by annual draw, it should be coordinated with the national annuity program now being planned.
3.The Insurance Act for Civil Service Employees and Teachers should be duly amended to prepare for the event of future underwriting business to be outsourced.
