Finally, we construct a preliminary version of key performance indicators for Instructional designers. Our study used the Delphi Technique in order to verify the appropriateness levels of the key performance indicators for Instructional designers. We consulted 12 specialists three times, obtained their consensus, and finally developed the key performance indicators for Instructional designers. The indicators are classified into three levels: professional teaching skills and education and spiritual qualities, and project management communication. In addition, there are ten sub-categories under the three levels: master the knowledge structure, applied media technology, analysis of learning needs,implementation of planning materials,assessment feedback,creativity,attitudes and beliefs,problem prevention and resolution,teamwork. Under the nine categories, there are fifty-seven indicators.
