To answer the corresponding requirements, theapproach consisting in a constellation of nadir altimeter is discussed. A coupled Ka-bandaltimeter-radiometer payload is then described; technical items are detailed to explain howthis payload shall meet the science and operational requirements, and expectedperformances are displayed.
