Solutions to current problems of regional development are often associated with the search for new tools that can provide adequate assessment. One of these tools is the method of determining the proportions between the elements of the economic space, allowing to explore the relationship achieved technical, technological, organizational level of development and the potential of the strategic capabilities of the region, which is especially important in the formation of vectors of the digital economy of the region. The development of this technique is the purpose of the article. Purpose. The aim is to develop a methodology for determining the proportions between the elements of the economic space, allowing to explore the relationship achieved technical, technological, organizational level of development and strategic capabilities of the region through the use of human resources, scientific and educational potential, which is important in the formation of vectors of the digital economy.
