Firstly, proportional hesitant fuzzy linguistic term set (PHFLTS) is applied to express the decision makers' (DMs) preferences for teaching performance index. Secondly, the PHFLPrCA operator is developed and its properties are discussed. Then based on the PHFLPrCA operator, a MAGDM method is formulated. Thirdly, the method is applied in teaching performance evaluation of Chinese-foreign cooperative education project.
