Mutations in the telecommunication sector in Côte d’Ivoire, and their implicationsIn Côte d'Ivoire, like elsewhere in the world, profound changes have taken place in the overall telecommunications sector since at last the end of the 20th century last decade. These (regulatory, technological, economic and social) changes have completely changed the industry and made it a real means of development. The following perpetual changes surely, have strong social, economic, organizational and territorial consequences on the national development process. The analysis of all these changes is essential for a better understanding of current changes and their stakes in the short, medium and long terms. This is exactly the goal of this paper which is based on the rich literature about regulation policies in the world, and on interviews with local institutional persons in charge of the sector of telecommunication.
