This revolution has led to the increasing use of computers, networks and all their applications, and at the same time has created an electronic network that facilitates services offered to the public and the customers. Faced to the contemporary challenges, the government, with consideration of its three kind of power (legislative, executive and judicial), cannot remain isolated from the impact and influence on its environment, At the international level, most countries have taken a major step in the field of electronic transactions, prompting leaders of Arab governments to act and to re- boost their countries, towards prosperity, through participation in the international competitive process.
