The study highlighted the reasons of socio-economic stratification caused by the existence of these two types of schools. It defines the government role and functions in undermining socio-economic differences and providing equal learning opportunities for different social levels. The study presents and analyzes different models and different extend of government involvement in the process of education quality improvement in different countries. It draws a conclusion that in case of adequate government participation and funding of schools it is possible to minimize socio-economic stratification between publicly and privately managed schools.
