| Summary: | The population of urban poor in India is posing enormous challenges to urban planning as there is a huge scarcity of segregated data. The five-year plans give an overview of how urban poor population has been estimated for planning and how the data deficiency in planning for them has been realized. Areas populated by the urban poor have a constellation of issues, but without data a comprehensive understanding of their vulnerabilities is lacking. Segregated data are needed for evidence-based planning. Undoubtedly, there are challenges in collecting these data. However, these challenges need to be addressed as planning so far is based on an average situation of the urban poor population, while all urban poor and the slums cannot be said equally vulnerable. Segregated data of urban poor are essential for inclusive planning and to build sustainable cities.
