During the first months of war, the Russian authorities treated the prisoners of war in accordance with ‘Convention on the Treatment of the Prisoners of War’, approved by the Emperor of Russia. The content of this document corresponded to the Hague Convention with Respect to the Laws and Customs of War on Land. The major areas of the detention of prisoners of war were Turkestan and Omsk Military Okrug, combining all military institutions of the Steppe Governorate General, including the ones of North-Eastern and Central Kazakhstan.
