This approach is one of the few others realised at this scientific level. The latest statistical data and information are used in order to support the analysis and its conclusions. There is a pertinent connection between the historical, social, cultural and economic environment in region. The main conclusion of the paper is that a compromise is possible with compensations for the other interested global actors, not only for Russia.
