Summary: | The article analyses the emergency measures of social protection created in response to the COVID-19 crisis in Brazil – the Emergency Benefit aimed at the formal labor regulated by the Consolidation of Labor Laws, and the Emergency Assistance offered to “informal” workers. In particular, it focuses on trade unions and on the definitions of “labor” and “workers” that guide these welfare programs. The paper draws on qualitative and quantitative evidence to assess the role of trade unions and the self-organization of workers in the making of social protection in the context of the pandemic. |
