Summary:While the Peasant Leagues were the dominant organization in the ranks of rural labor in the Pernambuco sugar zone in the late 1950s, rural trade unions had eclipsed the Leagues in importance by 1963. This article analyzes how this shift in labor representation took place. It argues that the conflicts that established the unions took place in localized, fragmented settings; the state set the boundaries of permissible conflict, but within these boundaries, local outcomes depended on the nature and strength of mass organizations and the landlords who opposed them; and finally the state was also able to assume some of the landlords’ costs and thus underwrite their accommodation to the unions.
