Summary:PKN learning, in many cases emphasis on the formal need and the other side neglectful the real needs of students. This process caused lessons can not be optimal for developing the potential of children. Educational cant touch character and morality of formation. Its process resulting dehumanization and moral degradation. VCT in a planned approach with new innovations that interface the method of discussion, brainstorming, role play, case studies, out bound and muhasabah, would give better results, including the process of value investment. It is as an answer to the educational needs of the era that today's challenging. Banyak ditemukan dilapangan bahwa pembelajaran PKN lebih menekankan pada aspek kebutuhan formal dibanding kebutuhan riil siswa. Dampakanya proses pembelajaran yang dilakukan belum dapat optimal untuk mengembangkan potensi anak. Pendidikan kurang menyentuh pada pembentukan watak dan moralitas seseorang sehingga yang muncul adalah dehumanisasi dan dekadensi moral. Pendekatan VCT secara terencana dengan inovasi inovasi baru yang dintegrasikan dengan metode diskusi, curah pendapat, bermain peran, studi kasus, out bound dan muhasabah,  tentu akan memberikan hasil yang lebih baik termasuk dalam proses penanaman nilai. Hal ini sebagai suatu jawaban akan kebutuhan pendidikan diera yang penuh tantangan saat ini.
