Popularization of distance learning thus seems to be an important issue, as owing to that process a larger group of librarians will raise their qualifications. However, before e-learning becomes one of typical components of promoting the library and the exponent of its educational functions, at the very beginning we need to plan a library policy in this field. Moreover, we need to take into consideration how to use e-learning effectively for the realization of this policy.
