Summary:In almost 40 years of working in irrigation development and water resources management, I have noted a considerable inconsistency between development theory and the overwhelming need to disburse on the part of typical international financial institutions and development partners. In addition, the symptoms are apparent at every stage of a typical investment cycle. This essay cites first-hand examples to support my hypothesis.
