Summary:After the declaration of Gulhane-i Hatt-i Humayun in 1839, the Ottoman Empire was in need of various alterations and innovations in the provinces from 1840 onward. In this study, the regulations which are related to provinces were published in 1840 - 1842, 1846, 1849, 1852, 1858, 1864 and 1871, and the existing improvements about the provincial administration have been tried to be evaluated within the scope of legal and administrative aspects. In the study conducted by using content and literature analysis methods, it was concluded that the regulations for the provinces reinforced the central government in the provinces over time.
