In 1922 – 1923 the Central Committee of the RCP (b) restricted the monetary part of the salaries of secretaries at the provincial and district levels. In 1924, the financial situation stabilized, and party officials were allowed to receive supplements to salaries. The amount of money depended on their position in the party hierarchy. Secretaries of the provincial committee received much bigger salary than in district and township ones. |
