The presence of the Night Market in Samarinda City is undeniably the need of the community, especially the middle to lower society that can not be ruled out its existence, but the existence of a booming night market in the city of Samarinda also often cause problems including the fact that the Night Market makes traffic jams, garbage and other urban settlement issues. The problem in this research are: What Role Administration and Management Dynamics Night Market in Samarinda? The approach method used in this research is Normative Juridical approach method, the research specification used is descriptive. Results Discussion in the research should be established Samarinda City Regulation on Night Market Arrangement in the City of Samarinda, Regional Regulation is expected to be the answer to all problems related to the arrangement of Night Market in Samarinda City. Regional Regulations will create the management of Recreational Night Market and become one of the populist tourist destinations in Samarinda City and the increase of Local Own Revenue from Retail Market Service sector. Pasar Malam become one of the additional objects of development of Micro, Small and Medium Enterprises based on Economy Pancasila Paradigms in Samarinda City can be achieved with more leverage. With the formation of Regional Regulation on Night Market Arrangement in Samarinda City is expected to contribute to the original revenue of the region and is also expected to become a legal umbrella to protect the interests of all parties associated with the Night Market.
