The need to increase the level of energy efficiency and energy saving in the domestic sector of housing and communal services and the introduction of relevant European experience are substantiated. Theoretically, the European experience of state management of energy efficiency and energy saving in the field of housing and communal services with the aim of its practical application in the reality of modern Ukraine is covered. The concepts of «energy saving» and «energy efficiency» are substantially distinguished. The urgency and necessity of increasing the level of energy efficiency and energy saving in the housing sector of housing and communal services of Ukraine are substantiated. The directions of the European state system of management of issues of energy saving and increase of energy efficiency are determined. The tools of energy efficiency improvement used in modern European practice, are given. The most common forms of state incentives for energy saving and increasing the level of energy efficiency and energy saving in European countries are listed. The article shows the necessity of studying, adapting and applying the experience of the Federal Republic of Germany in the field of energy efficiency and energy saving in the field of housing and communal services (creation of LEEN (Learning Energy Efficiency Networks)); STEP up!, public bidding in the field of energy efficiency and energy saving; active stimulation of research activities in the field of energy efficiency and energy saving). The situation regarding energy efficiency and energy saving in the residential sector of modern Germany is described. The list of measures taken by the German government to encourage consumers to improve energy efficiency and energy saving is given. The basic principles of the Energy Strategy of Ukraine for the period up to 2035 «Security, Energy Efficiency, Competitiveness» are determined. Perspective directions of further theoretical and practical researches concerning studying, generalization and introduction in the Ukrainian realities of modern European experience of the state management of energy efficiency and energy saving in the field of housing and communal services are offered.
