Summary:The paper concerns discourses connected with human rights, human rights protection and education in human rights. Authors analyze a number of features that define the development of modern human rights discourses within activity of the UN and the Council of Europe. It is argued that the main achievements of human rights discourse of the UN are the international standards on human rights and a control system for their observance. Authors prove solidarity and equality of all rights and freedoms of person, including those in the conditions of universalization and globalization of human rights. The main trends in the development of new generations of human rights are also considered.
