Summary:The purpose of this work is to reflect on the change of strategy that was taken with regards to the occurrence of a rupture of the relation between the salary and the basic household supply and purchasing power of the workers. We are particularly interested in evidencing the case of the cities along the Northern border of Coahuila. In view of the loss of the relationship between the salary and the cost of life of the population and its basic needs, under the new development salary strategy, the attainment of the macroeconomic equilibrium aims have been by means of a salary restraint. Nonetheless, this strategy has brought about no other outcome but the greatest loss of well-being among the population. The changes that have taken place in the salary policy have undermined the capabilities of most of the population in having access to the elements deemed necessary for a scheme of basic satisfaction. Such scenario is agravated by the differences existing in the economic cost of living in certain cities, mainly along border cities.
