In the first part we have summarized the essence of the ideas in the literature, and the application part presents a case study that tries to provide an answer to the question proposed in the title, namely: does higher education matter?http://www.analefseauem.ro/upload/arhiva-revista/2019/articole/6%20Demyen%20Suzana%20-%20Martin%20Mihaela.pdfhigher educationhuman resourceseconomic growthgdpdoctoral studies
