Approaches to optimizing the effectiveness of environmental measures in forestry

The using of forest resources is associated with their depletion, in result, the forestry enterprises are actively involved in their conservation and reproduction. Environmental protection activity of forestry enterprises is the activity, which is aimed at achieving the maximum socio-economic effect of improving the condition of forests, their rational using, complex processing and conservation of forest resources. The article determines the evaluation features of the effectiveness of environmental protection activity of forestry enterprises in accordance with the requirements of the Sustainable Development Goals of Ukraine for 2016–2030 years, on the basis of which the methodology of such assessment as the basis of informational support of the decision-making process will be improved, which will help to increase the effectiveness of measures for protection and reproduction of the country's forest resources. It is established that the optimization of the management decision-making process regarding the effectiveness of the forestry's environmental activity depends directly on the evaluation of the economic, ecological and social effects of such activity. The economic-mathematical optimization model of the effectiveness of environmental measures based on the net discounted income index, which is constructed on the basis of the research, enables to determine the optimal level of their effectiveness. The essence of the calculation proposals consists in the method of determining the economic, ecological and social effectiveness of environmental measures. For this purpose, net discounted income, the profitability of conservation measures and the payback period are determined. The proposed indicators form the basis for substantiating the directions of environmental protection activitiy of forestry enterprises, determining the amount of financing from the state budget or extrabudgetary funds of environmental protection, as well as for making investment decisions.
