Summary:The paper analyzes European capital markets and the Russian Empire’s external debt transformation in the late 1880s – 1890s. Conversion results and European capital markets’ condition influencing them, as well as coordination of external loans and Russian foreign policy realignment from Germany to France are examined. The conclusions are as follows: both Russia’s main creditor and the character of loans (from economic to political) were transformed at that time, economic processes becoming more inert than political ones.
