Summary:Risk governance processes are important explanatory factors of public policies that States adopt in safety strategies. Starting from an initial question of which risk governance models prevail in the definition and characterization of civil protection systems, a theoretical-analytical proposal of four models was developed: directive, hierarchical, decentralized and cooperative. This ideal typical modeling was applied to the civil protection systems of the United Kingdom, France and Portugal, through a comparative analysis of their respective operational domains and dimensions. The conclusions of this research, comparing empirical analysis with the typological models created, constitute the purpose of this paper.
