Summary:This article will argue that the locus of effective political power is no longer monopolised by national governments but is effectively distributed between national, regional and international levels. Subnational governments are no longer minor actors in the area of intergovernmental collaboration. This article will explore the phenomenon of substate paradiplomacy in order to highlight the transformation of the European nation-state as a result of the combined forces of globalisation and regionalisation. It seems likely in the Catalan case that the regional government is attempting to raise its international profile while ensuring that its promotion of Catalan interests on the EU and international level does not conflict with those of Spain.
