What did the UN achieve, and more precisely the High Commissioner for Refugees (HCR), created in 1951 ? The HCR tries to protect these peoples. But an evolution appears : at the beginning, it helped them to find a new home abroad ; nowadays, it encourages them to stay in their countries. |
