By its peculiar position that crosses the scales local, national and global, the ports both act and are influenced by these different scales. This article seeks to analyse if there would be a set of rules and principles capable of contributing to an international regime aimed at dealing with the port sector in a globalized world and seeking the sustainability of the activities of this sector.
