The structural elements of the scenario modeling system are considered. The key aspects of the formalization of scenarios modeling tasks and the basic settings of the analytical and computer tools for its implementation are identified have taking into account the capabilities of digital management technologies and the institutional foundations of multi-level strategic planning in the Russian Federation.
