MODERN APPROACHES TO UPGRADING THE CONCEPTS CONCERNING THE DEVELOPMENT OF HUMAN RESOURCES

The modern state of mankind development requires more accurate and systematised forecasting of ultimate goals under the conditions of accelerated changes and unpredictability that causes an urgent need of working out and use of modern approaches to development of human resources. Therefore, some limitation of corresponding system approaches to management of development of human resources becomes one of actual problems of science and practice. Thus, there is a certain requirement for more accurate definition of the conceptual device and, accordingly, necessary actions concerning practical realisation of a problem of development of human resources.The purpose of the article is representation of the updated system vision of basic categories and concepts which should serve the formation of a modern paradigm of development of human resources in the context of necessary transformations in social production.Due to qualitative changes of views at the role of a person in social production system, intrinsic loading of concept "human resources" is filled with the new maintenance, accents in which are displaced aside fuller use of all potential (and first of all intellectual) possibilities of a person, that is human potential of the economy.For updating the approaches to studying and development of human resources under the conditions of transformation of technological ways in the economy it is expedient:• to generate a model of a multilevel control system of development of human resources;• to create a model of monitoring of indicators of development of human resources taking into account corresponding levels of social production;• to develop and introduce corresponding models of forecasting of development of human resources at macro-, meso- and microlevels.
