Hundreds of foreigners were arrested and forced to leave Brazil under the charge of “harmfulness”, a generic expression that allowed arbitrariness. The juridical discourse legitimated intolerance when ratified that the foreigner was a “danger” to the nation. Communism was viewed as an “exotic” idea, an expression of evil. However, Second World War made it difficult to expel communists.
