The subject of research are theoretical and practical bases of occurrence of imbalance development of regions of Ukraine. The aim of the research is theoretical justification and identify ways to overcome the imbalances of regional development. To conduct the study were used special methods of scientific knowledge, namely: the methods of dialectic, logic and systematic approaches, conceptual analysis, comparison and grouping in the study of the causes of imbalances. The hypothesis of the study is that decentralization of power and regional financial resources will contribute to overcoming the imbalances, and in the Donbass stop the war, financial support devastated areas, an important role should play the administrative-territorial reform, the amendments to the Constitution of Ukraine and the implementation of the Minsk agreements.</p><p>The results of the study allowed to define four types of regions of Ukraine: rural regions, depressive regions, the Donbas, the developed regions.</p><p>Special attention is paid to the causes of imbalance development of regions. Chief among them is the lack of financial resources, military action in Eastern Ukraine, small business agricultural production, the demographic crisis. The proposed new paradigm of regional development, where an important component is the budget strategy of regional development.</p><p>Research can be the basis for the reform of regional policy, decentralization of local government and local budgets.</p>To overcome existing imbalances, it is important to create a new paradigm of regional development, it is necessary to consider the factor that the problems of the region often go beyond the region and are global in nature, for example in the Donbasshttp://we.clmconsulting.pl/index.php/we/article/view/90региондиспропорции развития регионовсельский регионвоенный конфликтдепрессивная территориядецентрализация местного самоуправлениядецентрализация местных бюджетовсоциально-экономическое развитие |
