Summary:This paper reviews experiences of six international institutions and a Brazilian organization in disaster response operations, consolidating the main processes related to the operation and management of this type of humanitarian assistance. In this review, key strategic actions that may support the decision-making and operational processes in these circumstances were identified. Based on this analysis, we propose a framework for supporting the organization of relief response operations to natural disasters in Brazil. We also present the analysis and structure of a database designed to support this type of humanitarian operation, relating information on aspects such as population, health care, transport etc. Finally, a prototype of the database developed is presented, aiming to assist the decision-making process and organization of relief operation in post-disaster events.
