Summary:The relationship between the number of resident and the structure of the flat was defined as ' The terms and technical standards for the design of the residential buildings and flats' while the new Rule book completely throw back resident, and there are no norms that would determine the minimum area of residence. The minimum dimensions of the rooms were defined, but these are much more reduced compared to previous norms. This paper gives a comparative analysis of previous norms according to the standards from Rule book that is naw in use, so one can monitor the decline of quality of housing.
