solutions to the most urgent problems of the post-war normalization in Syria. Among them the issue of Syrian refugees is likely the most urgent. It cannot be settled without the reconstruction of the minimum of the
vital infrastructure destroyed by the warfare. It might be feasible only with the international consent to reckon the humanitarian issues as priority over the political evaluation of the situation in Syria.
