With regard to the unconstitutionality of section 4 of article 76the positions of the appellant and the defenders of the statutory contentare presented and there is a criticism of the arguments for the Ruling andfi nally the declaration of unconstitutionality in that section. It does notshare the criteria of the Court in which the ruling of the Council in the caseof autonomous laws that violate statutory rights may affect the law of participationof MPs in making the laws or the exclusive powers of the ConstitutionalCourt in controlling them.
