Summary:After exposing the targeting principle of social protection, the article examines the social boundaries that the principle implies. It then presents its main consequence, the stigmatisation of the beneficiaries, as constituting the possible origin of a “boundary mentality”. Finally, the article discusses the “boundary policy” as deriving from a selective model of social protection supported by the generalisation of individual responsibility.
