This article describes the process of formation of the ROVS’s Units in China between 1925 and 1930. The research is based on the little-known documents from the archives of the San Francisco Museum of Russian Culture and the Hoover Institution. The process of consolidation of the military community in China was harder and longer than in Europe, due to the heterogeneity of military emigration, acute internal contradictions and lack of leaders capable of rallying the bulk of military emigrants. The unification process was accelerated in the late 1920s due to the growth of international contradictions in the Far East, and the new head of the Far Eastern Department of the Union General M. K.
