Summary:An important factor in the development of agricultural production is its provision of labor resources, because the essence of most processes, including economic processes, lies in the work of people. That is why it is important to analyze the state of the personnel management system of agricultural enterprises in the region, which will identify the problems and characterize the factors that influence the development of agricultural production in the Zhytomyr region. The purpose of the study is to analyze the state of the personnel management system of agricultural enterprises in the Zhytomyr region, which provides an analysis of the state of labor potential and the specifics of the regional labor market. The main objectives of the study are to analyze the provision of rural areas of the region with labor resources; characterization of age and qualitative composition of agricultural workers; determination of social and psychological parameters of the personnel management system of agricultural enterprises of Zhytomyr region, namely: the level of labor motivation and the availability of incentives that can increase it. The following methods were used in the research process: systematic, which is used in the study of the components of the personnel management system; a method of comparisons that makes it possible to compare the current personnel management system with its normative status or status in the previous period; dynamic used in the study of quantitative indicators characterizing the personnel management system; parametric method - to establish functional dependencies between the parameters of the personnel management system and to determine the degree of their compliance. The study identified not only economic problems, such as: tax burden, poor credit policies, poor funding for state agricultural development programs, but also demographic, social and human resources. The mentioned problems prove that further efforts in the field of sustainable functioning of agricultural enterprises of Zhytomyr region should be directed to creation of sustainable motivation of the personnel formed by value orientations for teamwork of the team; formation of fruitful interaction between management and staff through constant feedback in the work process; improvement of organizational management structures through the introduction of innovative effective systems, including the use of reflective management.
