But that part of human rights that finds meaning in social matters and is refined in the passage of time and change of place may not remain fixed and invariable and depending on its priorities in collective happiness, each society may prefer some elements over some others which cannot be necessarily generalized or experienced and may differ from one society to another. The only invariable element among these rights is fundamental human rights which can be restricted and limited under collective conditions. This forms the foundation of the theory of relativity in civil rights concerning natural rights of man. many explicit rights in international human rights documents. The author tries to demonstrate that seeds of human rights have been scattered in the rich soil of the theory of natural rights, being effective in flourishing human rights; therefore, not be separated from its roots, not needless to it. انسان‌شناسی حقوق طبیعی بشر و روان‌شناسی آن می‌توانند همسو باشند. چرا که حقوق انسانی به دو بعد ثابت و متغیر قابل تقسیم است که هر دوی این قسم در تأسیس حقوق بشر و شهروندی شریکند؛ اما آن بخشی از حقوق آدمی که در جمع هویت یافته و صیقل می‌خورد در گذر زمان و مکان ثابت نیست و هر جامعه‌ای مبتنی بر اولویت‌های سعادت جمعی خویش می‌تواند عناصری را بر دیگری ترجیح دهد که لزوماً نه تعمیم‌پذیر است و نه تجربه‌پذیر؛ و از جامعه‌ای به دیگری ممکن است متفاوت باشد. یگانه عنصر جاودانه در این حقوق، حقوق بنیادین بشری است که این حقوق هم در شرایط جمعی فقط قابل تحدید و تضییق است. این بیان، بنیان نظریه نسبیت در حقوق شهروندی در خصوص حقوق طبیعی بشر را تشکیل می‌دهد. http://humanrights.mofidu.ac.ir/article_21193_c4c7e60c28415969ffa2feaa5d7e6044.pdfHuman RightsCivil rightsFreedomGovernmentIslamCivil society
