Summary:<em>One of the major challenges facing municipalities today is the disposal of urban solid waste. A consortium of municipalities from Northern Rio de Janeiro state region was formed to build a landfill, by the BR-101 road, at Quissamã, RJ. According to state law, the permit process did not require Environmental Impact Studies, and was started with a Simplified Environmental Report. Considering this scenario, this study aimed to evaluate several aspects related to solid waste management in small towns from a case study, considering the hydrographic basin as a territorial-environmental unit for management.</em>
