Navy managed to accomplish its task with bravery and commitment and was regarded
as an important component in the national defense system. This paper focuses on the
situation of the Romanian Navy at the end of the war in order to establish a starting
point for the several programs to develop its potential. The final issue to be resolved in
subsequent papers is the degree in which these programs managed to take advantage
of the geopolitical situation of Romania and made good use of the resources which were
