| Summary: | ENGLISH: Governance, understood as a new system of performing public tasks through the cooperation between state institutions and private agents, is, at the time being, in a process of growing diffusion. This development reflects a considerable change of the state, but it also brings about significant social costs: a deterioration of the working conditions of the employees of the public service industry, growing unemployment and increasing social inequalities. The author advocates the thesis that the present forms of governance are neither efficient nor just, because their social costs exceed their benefits. DEUTSCH: Governance, verstanden als ein neues System der Erfüllung öffentlicher Aufgaben durch die Kooperation staatlicher Institutionen und privater Akteure, erlebt derzeit wachsende Verbreitung. Diese Entwicklung reflektiert einen tiefgreifenden Wandel des Staates, zeitigt jedoch erhebliche soziale Kosten: eine Verschlechterung der Arbeitsverhältnisse der Arbeitnehmer öffentlicher Dienstleistungsunternehmen, zunehmende Arbeitslosigkeit und wachsende soziale Ungleichheiten. Der Autor vertritt die These, dass die bestehenden Formen von Governance weder effizient noch gerecht sind, weil ihre sozialen Kosten ihren Nutzen überwiegen.
