Summary:This article describes the way political authorities conducted Defense and the political military relations between 1860 and the independence Centennial in 1910. In order to achieve that, and taking into account the factors that affect the conduct of defense in any given society, the domestic political scenario of the country at that time was seen as an stabilized institution and the dominance of liberalism as main political idea, thereafter the security environment of the republic is described in that period, as a very complex and difficult one. Following that, the political-military relations are balanced, stressing their doctrinal and juridical aspects, especially the ideas of Portales and the way in which are written down in the 1833 Constitution. Finally how the leadership view the conduct of the defense function, is considered within the parameters of a wider logic of the preeminent position of Chile in the local scenario, along with the pertinent conclusions.
