The research was synthesized to different theoretical approaches that directed the analyses of public policies and associated them to the public action of sociology. Furthermore, by taking empirical inputs from the revision of the literature in order to demonstrate how, in the [short] periods where nonelectoral arenas were associated to the operative of democracy classic institutions.
